i already tried it but it won't load, instead as i see on old post by author. They changing the folder into steam folder/cfg and it works!

Are you new to this forum, I will tell your problem, if black screen problem turn off Software OBS option, because it will not show INSERT Menu when you enable it, if white screen appears, wait for it to disappear for a few seconds and you can join the game, and your VPN problem is because your country's internet connection is not good, I think you are Chinese or Vietnamese, because the network connection in both countries is having trouble accessing very slow access.
