More progress, the exe file detects VR.dll even if it's not there. my guess is that's what causes the issue.
When I run the exe file, cs-junkies screen would show up as it loads visuals. It doesn't show up anymore.

Welp, somehow libcef.dll in ...Left 4 dead 2/bin folder came back, that's what caused Visuals not to load. Deleting it fixed the issue. That was a complete waste of time; sorry about that.
